Out of West Coast Reduction’s Vancouver Plant near Powell Street and Commercial Drive, we’re searching for our next Chief Engineer. This role is responsible for the monitoring and maintenance of all steam plant systems and equipment, as well as other utilities throughout the facility including air compressors, compressed air piping/hookups, water piping & mixing stations, steam and condensate piping to and from equipment, air scrubbing or odour control equipment, and wastewater systems.
Annual base salary range $120,000 – $130,000.

ACCOUNTABILITIES:
Steam Plant and Environmental Operations
Operate and maintain all steam plant equipment and systems, ensuring that boilers and pressure parts comply with Technical Safety BC and WCRL standards.
Assist with planning all necessary safety testing or maintenance repairs for steam plant equipment and systems.
Provide recommendations for improvements to equipment and processes.
Provide troubleshooting and problem-solving solutions for the general repair of systems and equipment to achieve production objectives.
Liaise with plant chemical supplier technical representatives and management for both boiler water and wastewater testing.
Actively participate in planning meetings and long-term planning processes to ensure the department is operating in a reliable manner and complies with all regulations.
Ensure steam and environmental operators have the appropriate knowledge, experience, and training required to operate safely and efficiently.
Lead major incident investigations in relation to the steam plant and environmental systems or processes.
Periodic review of emergency response procedures and revise policies as needed.
Permits and licenses administration and record-keeping of pertinent documents related to applicable Municipal, Provincial, and National governance.
People Management & Human Resources
Acts as a liaison between Management and the workforce to keep Operations Manager informed; maintain highest possible level of employer-employee relationship.
Manage payroll time-keeping records for department employees within the payroll software system.
Final time-approver for payroll submission and provide authorization of overtime shifts or vacation approvals.
Recruit, hire and train the necessary personnel to staff of the department to the forecasted level of operation.
People development and active performance management of steam plant workforce, in conjunction with other Department Management Team Members.
Provide leadership to other plant employees to maintain productivity, while limiting and resolving conflicts.
Runs monthly Toolbox Meetings with Steam Plant and Environmental staff.
Safety
Ensure that employees and operations are conducted safely and responsibly within the corporate programs and procedures of safety and best management practices.
Assist in the implementation of safety procedural changes in addition to providing recommendations on improvements to Health and Safety Coordinator.
Encourage a safety culture where employees do not put themselves or others at risk
Additional Responsibilities
First responder and primary contact for major emergency incidents relating to the steam plant or environmental systems.
May be asked to perform shift work based on company business needs which evolve and change in response to customer demands.
May be asked to work overtime as instructed to ensure minimal downtime of facilities.
Adhere to the company Code of Conduct and all West Coast Reduction Ltd. policies
Active people management of direct reports.

Perform other duties as assigned by Manager.
THE IDEAL CANDIDATE:
Possession of a valid Technical Safety BC Class 1 Power Engineer Certificate required.
7 years of progressive experience in a plant operation environment (production, maintenance, quality, safety, environmental compliance, people management and administration) or similar industry.
Minimum 3 years of leadership experience for a steam plant or equivalent ticketed trade.
Mechanically inclined and able to perform routine maintenance tasks.
Proficiency in English, both written and verbal, with excellent communication skills.
Knowledgeable of Microsoft Office Suite and other software applications.
Knowledge and experience with Environmental systems for waste water and odor scrubbing, equipment, chemistry and controls.
Ability to frequently move, carry, lift, push and pull heavy equipment up to 50 lbs without assistance and occasionally greater with assistance.
Perform repetitive motions including bending, kneeling, crouching, climbing and reaching overhead above the shoulders daily.
Adaptable to adverse conditions including confined space, heights, cold weather, odours and exposure to animal by-products.
