Job Summary:
The incumbent supports the department’s project management and energy management activities, including assisting the Engineering Project Officers (verticals) with coordinating project management activities.

Duties & Responsibilities:

 

Complete assigned project start-up activities, such as, but not limited to, funding
applications, meeting coordination, primary and secondary locates, surveys and site preparation.
Coordinate the identification of easements and assists with negotiating Easement Agreements and land acquisitions with property owners.
Liaise with utility contractors for upgrades to power, telephone, cell service and fiber optics data infrastructure, as part of the City’s infrastructure renewal or during utility upgrades to existing infrastructure.
Coordinate the design and construction of in-house capital infrastructure projects and/or supports consultant-controlled projects. This includes reviewing reports and designs for compliance with building codes and sound engineering principles and ensuring project completion to City standards.
Participate in the collection and analysis of technical data and undertakes studies and research for project reporting.
Prepares and evaluates tenders, quotations, proposal calls and reports and awards or recommends awards in accordance with the City’s Purchasing Policy.
Complete assigned project activities such as but not limited to, monitoring supplier quality management, adherence to safety standards, coordinating progress reviews, updating the City’s asset management systems, relating to infrastructure projects.
Complete assigned project close out activates, such as but not limited to compliance review, clean-up operation, maintenance manuals, commissioning, permit close out, occupancy acceptance, insurance transfer, occupant (tenant) move in activities.
Provide technical expertise and information updates to City departments, including but not limited to existing and new capital building systems, equipment, controls and operation coordination, as may be required.
Contribute to the organizational monitoring and reporting of annual energy consumption and greenhouse gas (GHG) emissions.
Prepares and monitors (controls), under the direction of the Manager of Property Management of the building systems/energy projects annual operating and capital budgets.
Follows, so far as is reasonably practicable, established safety procedures and standards
Act as the Engineering Project Officer (Vertical) or Senior Project Building System Technician, as required.
Other related duties as assigned

 

Job Requirements:
Working Condition:
Hours of work, 5×8 hours shifts. Work environment is mixed, between time spent in an office environment and at construction sites where the incumbent may be exposed to confined spaces, noise, dust, dirt, fumes, odors, grease, oil, traffic, dangerous goods, ladders, roofs, uneven terrain. Infrequent exposure to bodily fluids/wastes can be expected as part of job duties.

Knowledge and Skills:
Fifth class power Engineering Certificate, or equivalent
Valid Yukon Class 5 driver’s license.
Minimum 3 years of related experience in building operation, maintenance and construction, project construction, contract law and construction administration.
6 months on the job training
Knowledge of National and Territorial Building Codes.
Project and people management skills, including decision making/problem solving and interpersonal skills.
Organizational, prioritizing and multitasking skills and ability to work under minimal supervision.
Written and oral communication skills.
Ability to foster and maintain effective relationship among peers and/or stakeholders.
Basic knowledge of boilers and hydronic heating filtration systems.
Basic knowledge of heating, ventilation and air-conditioning (HVAC) systems.
Basic knowledge of direct digital controllers (DOC) and electrical systems.
Incumbent must be able to properly lift heavy (no greater than 23 kg) items on a daily basis.
Other Skills/ knowledge that will require certification within 18 months period include but not limited to: (training from where noted or recognized institute).

Examples of Equipment to Operate:
Vehicles including aerial work platform and light City vehicles such as pick-up trucks complete with trailer and load. Tools including common hand and power tools, testing, calibration, recording, custodial. Specialized safetY, equipment including but limited to fall arrest and Confined Space entry. Office equipment including MS Office 365 (Outlook, Word, Excel, Project), GIS, AutoCAD, and ERP (Enterprise Resource Planning) computerized maintenance management system.
